Eric Stephen Tomczak, P.E.
Eric is an energetic Licensed Civil Engineer and Licensed Contractor with experience in industrial, residential, and commercial development projects from design through construction, including project management. Experience includes infrastructure design, team management, knowledge of permitting/authority approval process, site construction supervision, preparation of site assessment reports, and associated due diligence documentation.

Stephen Emerich Carpenter
Stephen is a Professional Land Planner with 17 years of experience in the Public and Private Planning sectors. After earning a degree in Geography and a degree in Planning from Appalachian State University, Stephen spent 10 years in the public sector working for Vance, New Hanover, and Pender Counties. This decade of experience provides Proactive Development with a distinctive insight into the workings of Local and State Government Agencies. Stephen continued his private sector planning career in the aviation, marine construction, and residential development industries.
